Penang Island is a good place to see historic architecture and experience some of Malaysia's best foods. It isn't however the place I'd choose for a relaxing beach holiday. A better place for this is Langkawi, which you can get to in about 2 hours by ferry from Penang, at a cost of about $20 (60 Ringit).

Although Langkawi seems mainly focused on mid-range and luxury tourism, there is a backpacker scene centered around Gekos guesthouse on Chenang beach.
