From what I can tell if you ride a motorcycle or scooter in Thailand, you need to wear a helmet. The rule doesn't extend however to children, which are frequently transported like this one!

Oh, what a sweet looking child. Too bad the helmet rule doesn't apply to them. I'd hate to see that pretty face messed up. Truly tragic.
